The Kabal is an ancient order of dominion led by Vael, its female leader and Keeper of the First Quiet.
It believes civilization depends upon hierarchy, controlled knowledge, disciplined authority, and the willingness to restrain freedoms capable of producing mass collapse.
To its subjects, the Kabal may offer security, infrastructure, and continuity. To its enemies, it is domination presented as necessity.
Its greatest strength is coordination. Its greatest danger is preserving order after order has become the threat.
Within the visual canon, the vertebral-conduit motif belongs to the Kabal alone.
Leadership: Vael — the female leader of the Kabal, Keeper of the First Quiet. Her allegiance and authority are bound to the Kabal; its doctrines of command, hierarchy, controlled knowledge, and disciplined silence move outward from her chosen position.
They do not fear rebellion because it is violent. They fear it because awakening makes obedience uncertain. Where the Ronin break chains, the Kabal builds systems strong enough to make chains feel necessary.
